URGENT ACTION ALERT
An important bill would protect medical free speech for healthcare providers and prohibit the World Health Organization (WHO) from having any jurisdiction in Ohio.
Specifically, the recently substituted version of HB 73 would:
- prohibit any licensing board or state board from taking administrative or disciplinary action against a health care provider for expressing a medical opinion that differs from the consensus of the board or agency or department of health
- prohibit the state, political subdivision of the state, public official, or any state entity from enforcing or using any state funding to implement any guideline, mandate, recommendation, or rule issued by the WHO that prohibits issuing a prescription for or dispensing an off-label drug
- prohibit the WHO from imposing mandates, including vaccine requirements, tracking, testing and passports
Given the WHO’s stance that vaccine refusal endangers public health, legislative measures like HB 73 are essential. These measures ensure that Ohioans retain their right to informed consent and the ability to refuse vaccinations for themselves or their children on medical, personal, or religious grounds, as outlined in Ohio Revised Code §3313.671.
The Weston A. Price Foundation opposes mandatory vaccinations and champions the principle of informed consent for all individuals.
An enhancement to HB 73 would be to introduce penalties for any state entity or political subdivision that violates its provisions.
SB 73 passed by a vote of 75 yeas and 16 nays on 6-21-23. It was substituted in the Senate Health Committee on 5-8-2024.

This bill is crucial to prevent the World Health Organization (WHO) from exerting any jurisdiction in Ohio. By doing so, it protects Ohio residents from harmful interference or mandates, including vaccine requirements, tracking, testing, and passports imposed by the WHO.
Organizations such as the WHO have been hostile to the concept of informed consent, which includes the right to decline vaccines without facing coercion, harassment, or penalties.
Giving more power to the dysfunctional WHO is a threat to national security and to the U.S. Constitution. Ohio has the right and responsibility to keep its citizens safe through their own public health choices.
HB 73 would also shield Ohio‘s citizens from the WHO’s prohibition of using prescriptions for off-label drugs and prohibit threats to a practitioner’s license for speaking out about vaccine risks, ensuring healthcare providers can communicate openly with their patients.
An improvement to this bill would be to add a penalty for any state entity or political subdivision of the state that violates the provisions of this bill.

TALKING POINTS:
- Various international bodies, including the World Health Organization, have demonstrated opposition to the principle of informed consent in vaccination. This principle ensures individuals have the right to decline a vaccine without facing pressure, coercion, or punitive measures.
- The WHO has characterized individuals who choose not to receive vaccines for reasons including medical, personal, or religious beliefs as “anti-vaxxers.” In a 2019 publication, they went further, publicly labeling such individuals as a threat to global health, painting them as the primary obstacle to worldwide well-being.
- Given the WHO’s stance equating vaccine refusal with a global health risk, initiatives like HB 73 become essential. This bill aims to safeguard citizens from external interference that could undermine their right to informed consent.
- On March 11, 2020, the World Health Organization declared a global coronavirus pandemic. - This bill protects healthcare providers’ free speech, allowing them to discuss the risks of vaccination without fear of having their licenses restricted or revoked in Ohio. Patients cannot provide informed consent if they cannot discuss the risks with their healthcare professional.
- Physicians and other healthcare professionals often fear speaking out about vaccine risks due to potential license loss, a concern prevalent in Ohio and nationwide. For instance, in August 2023, Dr. Sherri Tenpenny lost her medical license following an Ohio State Medical Board investigation after she warned the state legislature about the public health risks of COVID-19 shots.
