Michigan is considering SB875, SB876, and SB877 to expand vaccine mandates, tracking, and enforcement.
SB 875 would:
- Require proof of vaccination as a condition for school attendance to include children entering twelfth (12th) grade beginning in the 2025-2026 school year
- Expands school immunization reporting requirements to include twelfth (12th) grade
- Require the Department of Health and Human Services to change the mandated vaccine schedule to include all vaccines recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC), which includes:
- Covid-19 for all children beginning at six (6) months of age
- Human Papilloma Virus (HPV) vaccine series for all children (girls and boys) beginning at eleven (11) years of age
- A second dose of the Meningococcal vaccine at sixteen (16) years of age
- Annual influenza (flu) shots
- Authorize the Department to adopt any new revisions to the CDC vaccine schedule that ACIP recommends in the future
SB 876 would:
- Amend the State School Aid Act to require each district or intermediate district to report the immunization status of each pupil who enrolled in grade 12 in the district for the first time, in accordance with Senate Bill 875.
SB 877 would:
- Expand proof of vaccination or exemption requirements to newly enrolled pupils in 12th grade
- Expand the school reporting requirement to report the vaccination status of all newly enrolled pupils in 12th grade to the Department of Health and Human Services via the approved local health department
The three bills were removed from the agenda for the Health Policy Committee hearing scheduled on 10/30/2024.

SB 875 should be opposed because it expands vaccine mandates in schools for currently optional vaccines and could add more mandates in the future.
SB 876 should be opposed because it increases school reporting, pressuring schools and families to follow an expanded vaccine schedule, creating unnecessary stress and potentially coercing families.
SB 877 should be opposed because it extends proof of vaccination requirements and reporting for high school seniors, adding pressure on families to comply.
As a constituent, I believe in preserving parental choice and bodily autonomy. Decisions regarding children’s health should be made by parents in consultation with healthcare providers, not mandated by our schools.
I urge Senator ____ to oppose these bills.”
Be sure to explain why this issue is important to you. You may wish to use a couple of the talking points below. Don’t copy all of them – just use them as ideas to help structure your own message.
TALKING POINTS for calls and emails:
- These bills introduce new requirements that may lead to increased coercion and harassment of families who choose not to comply with the expanded vaccine schedules, pressuring parents to vaccinate their children with vaccines they feel are unnecessary or unwanted.
- This is particularly concerning as many twelfth graders are on the verge of finishing high school and will soon be beyond the reach of state-mandated vaccine requirements for school attendance.
- Vaccination compliance goals go against informed consent principles, which allow individuals the right to decline vaccines without coercion, harassment, or penalties.
- Families who previously opted out of non-required vaccines, such as flu and HPV, may now be compelled to comply or seek exemptions.
- Exemptions for medical, religious, or personal beliefs are in Michigan law but are vulnerable to legislative repeal, as seen in California and New York.
- The ACIP-recommended vaccines include Covid-19 (for children six months and older) and HPV, despite reported risks.
- There have already been 1,608,161 COVID-19 Vaccine adverse events and 37,543 COVID vaccine deaths reported in the U.S. to the Vaccine Adverse Events Reporting System (per data released 10/25/24). https://medalerts.org/vaersdb/index.php
- Vaccine mandates conflict with the right to informed consent, which includes the ability to refuse without facing penalties or harassment.
- Supporters of vaccine tracking systems claim they are a way to protect patients by guaranteeing patients don’t receive multiple doses of the same vaccinations by different providers. According to CDC’s own statements, though, it’s clear that a key purpose of these registries is to create pressure on people who are unvaccinated or partially vaccinated. - Vaccine package inserts warn of the risk of brain damage, life-threatening allergies, and death, and no one knows in advance whom a vaccine will harm.
- The U.S. Supreme Court recognizes vaccines as “unavoidably unsafe” and as causing injury and death in some recipients. The US government has paid out more than $5 billion to the victims of vaccine injury. Thousands have reported an adverse reaction to vaccination. Additionally, no one knows in advance who will be harmed by a vaccine. It is careless to permit pharmacists to administer a product that carries such risks.
- Vaccine manufacturers such as Pfizer, Merck, and GlaxoSmithKline have paid billions of dollars in criminal penalties and settlements for research fraud, faking drug safety studies, failing to report safety problems, bribery, kickbacks, and false advertising [1,2]. Pfizer paid $2.3 billion in 2009 alone to resolve criminal and civil allegations [3].
