Florida legislators are considering an important bill that could help individuals who have been severely injured by recommended vaccines access the medical care and treatment they urgently need.
“Cody’s Law: Florida No Vaccine-Injured Patient Left Behind” Act HB 149 would require the Florida Agency for Health Care Administration (AHCA) to carry out the following:
Accelerate the review and payment process for claims related to severe or life-threatening injuries resulting from state or federally recommended vaccines, immunizations, or emergency countermeasure drugs.
Establish a straightforward process for reviewing and processing claims under the Medicaid and Medically Needy programs.
The bill was named after Cody Hudson, a previously healthy college student injured in 2021 by Pfizer’s COVID-19 vaccine.
This bill improves access to timely and necessary medical coverage, providing hope and support for those suffering from vaccine-related injuries.
HB 149 was referred to the House Health Care Facilities & Systems Subcommittee on 1/22/2025. This bill is sponsored by Representative Webster Barnaby.

SAMPLE SCRIPT
“My name is ____, and I live in (town.) I am calling Committee Member or (Representative) ____ to support HB 149.
This bill is crucial because it provides insurance coverage for Floridians severely injured by recommended vaccines, ensuring they can access the medical care and treatment they desperately need.
Right now, individuals who follow state and federal vaccine recommendations and suffer severe injuries often lose their private insurance due to their inability to work. They are then left waiting months or even years for government assistance while being denied access to life-saving treatments. HB 149 would fix this by expediting the claims process and giving these individuals a clear path to the care they deserve.
The bill also improves transparency by requiring the Florida Agency for Health Care Administration to disclose information publicly on adverse reactions associated with vaccines. This empowers the public and healthcare providers with the knowledge they need to make informed decisions, an essential part of medical ethics and informed consent.
Vaccine injuries are real and can have devastating consequences for individuals and families. HB 149 ensures that the government meets its responsibility to care for those harmed by recommended medical interventions.
I urge Committee Member or (Representative)_____ to support this crucial bill.”
TALKING POINTS for calls and emails:
- Floridians who comply with state and federal vaccine recommendations and suffer severe injuries deserve better than the government abandoning them. HB 149 ensures the system takes responsibility for these individuals’ health and well-being and offers them the support they were promised.
- All vaccines carry a risk of injury or even death. By increasing transparency and accountability, HB 149 empowers individuals with the knowledge to make informed decisions about their health and the risks associated with vaccination.
- Vaccine makers and the healthcare providers who administer them bear zero liability for vaccine injuries and deaths. The vaccine manufacturers reap all the profits from vaccines without having to pay for any of the injuries or harm. https://www.nvic.org/newsletter/mar-2011/no-pharma-liability-no-vaccine-mandates
- No one knows in advance whom a vaccine will harm. Individuals with different medical histories, genes, epigenetics, and microbiomes may respond differently.
- Vaccine package inserts warn of the risk of brain damage, life-threatening allergy, and death, and no one knows in advance whom a vaccine will harm. Pharmacists are not equipped to recognize nor handle serious adverse reactions.
- Vaccines are medical procedures that carry a risk of serious injury. Hundreds of thousands have reported an adverse reaction to vaccination to the Vaccine Adverse Event Reporting System (VAERS). The U.S. Government has paid out $5.1 billion to the victims of vaccine injury, per VICP Data Reports. https://www.hrsa.gov/vaccine-compensation/data
- Vaccine manufacturers such as Pfizer, Merck, and GlaxoSmithKline have paid billions in criminal penalties and settlements for research fraud, faking drug safety studies, failing to report safety problems, bribery, kickbacks, and false advertising [1,2]. Pfizer paid $2.3 billion in 2009 alone to resolve criminal and civil allegations [3].
