S 1036, also known as the Doug Cameron Act, establishes a moratorium on administering any gene therapy product—by any route or modality—used for infectious disease.

This critical measure safeguards the health and safety of Idaho citizens, regardless of whether such administration is labeled as an immunization, vaccine, or any other term that fits the definition of a vaccine.

S 1036 was removed from the Senate Health and Welfare Committee hearing scheduled for 2/17/2025, but it can be brought up for a vote anytime.

This critical legislation would place a moratorium on administering any gene therapy product used for infectious diseases in Idaho. It is necessary to protect the health and safety of Idaho citizens from experimental mRNA-based vaccines that have not been thoroughly evaluated for long-term safety and efficacy.

Several Idaho counties have already taken steps to limit the availability of Covid shots. These actions reflect growing public concern over the risks associated with mRNA vaccines.

Doug Cameron’s story is a tragic example of why this bill is needed. Once a strong, fit, and vital man, Doug suffered a catastrophic injury from a Covid shot. He survived but is now paralyzed from the diaphragm down and will spend the rest of his life in a wheelchair.

He is not alone—millions of Americans have reported adverse reactions to these shots. As of January 1, 2025, VAERS data shows 1,660,413 adverse events and 38,398 deaths associated with COVID-19 vaccines. These numbers indicate serious risks that cannot be ignored.

mRNA “vaccines” represent a new, untested gene therapy technology lacking long-term, placebo-controlled safety and efficacy studies. Without this data, the people of Idaho are being subjected to an ongoing experiment with unknown consequences.
S 1036 ensures that Idaho citizens are protected until safety data is available and can be reviewed by the legislature.
Manufacturers initially claimed their Covid shots were 95 percent effective. The CDC now admits Covid shots do not prevent Covid. Covid shot manufacturers and providers are shielded from liability through the Public Readiness and Emergency Preparedness Act, or PREP Act. The only option for compensating people injured by COVID-19 vaccines is the Countermeasures Injury Compensation Program (CICP). Only eight percent of all petitioners since 2010 have been awarded compensation through the CICP. No legal or medical expert fees are covered, no pain and suffering is awarded, lost wages are capped at $50,000 per year, and there is no judicial appeal. In other words, the victims will be severely under-compensated while the pharmaceutical companies get rich.

There are no long-term studies of Covid-19 shots on the safety, genotoxicity, carcinogenicity, or effect on reproduction.

Vaccine manufacturers such as Pfizer, Merck, and GlaxoSmithKline have paid billions of dollars in criminal penalties and settlements for research fraud, faking drug safety studies, failing to report safety problems, bribery, kickbacks, and false advertising [1,2].
